CoC Announces FY 2025 CoC Program Competition

​

HUD published the FY2025 Continuum of Care (CoC) Funding Notice for Homeless Assistance Grants on November 13, 2025.  Approximately $3.9 billion is available. The Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2025 Continuum of Care (CoC) Program Competition (NOFO) has been posted on Grants.gov and is available on the Funding Opportunities page on HUD’s website. Additional resources are available on the Continuum of Care Program Competition page of HUD’s website starting November 13, 2025. The CoC Consolidated Application, CoC Priority Listing, and Project Applications will be available in e-snaps. Collaborative Applicants and project applicants will access the applications to review, update, and enter required information for the application process.  Additional guidance is posted on the CoC Program Competition page of HUD’s website. The HUD 2025 deadline date is January 14, 2025. The Lake County CoC will be announcing the 2025 Local CoC Competition on December 30, 2025.

December 9, 2025 – Renewal projects will submit a Lake County CoC project application template from eSNAPS in PDF format in Good Grants.

December 9, 2025 – New projects (CoC and DV Bonus projects) will submit a Lake County CoC project application template from eSNAPS in PDF format in Good Grants.

December 9, 2025 - Lake County CoC Local Competition is complete. Each project application template from eSNAPS must be submitted in e-snaps for final CoC review.

December 12, 2024 - Project Application Interviews will be held via TEAMS.

December 15, 2024 - The Lake County CoC Grant Selection Working Group will make recommendations to the Lake County CoC Executive Committee

December 15, 2025 – Each project applicant is notified in writing if their project is accepted, rejected, or reduced on the Lake County CoC Project Priority Listing. 

December 22 – 26 – Winter Holiday, County Offices Closed

December 30, 2025 - Appeal Meeting at Special Lake County CoC Executive Committee Meeting at Lake County Behavioral Health Services.

December 30, 2026 – Web posting of the Tier 1 and Tier 2 scoring of CoC Executive Committee recommendations

January 10, 2026 – Consolidated Application web posting emailed to HUD and the CoC listserv.

January 14, 2026 - Application due in eSNAPS

Therefore, interested entities are able to apply for the following categories:

• CoC Bonus: $66,254

• DV Bonus: $50,000

• Renewal Project: TBD

• Planning Grant: $50,000

​

 Please note, an entity can apply for one, two, or all three of the following categories. See NOFO for eligible entities. 

​

• Renewal Projects The LCCoC has 2 renewal projects for the LCCoC's Coordinated Entry System and projects serving Domestic Violence that were awarded by HUD in 2024. The 2 projects are subject to renewal through the same application process as the;

• New Domestic Violence. Projects must serve survivors of domestic violence, dating violence, and stalking.

• New CoC Bonus grant. The LCCoC has determined that the CoC Bonus will be for Coordinated Entry.

New projects will be rated using project quality criteria that will assess factors such as the reasonableness of costs and the leveraging of mainstream programs like Medi-CAL, SSI, and the following:

• New transitional housing projects will be required to provide 40 hours of customized services per

program participant (except for participants over 62 or with a physical disability/impairment).

• New Supportive Services Only (SSO) projects for street outreach will be required to demonstrate

that the project applicant has a history of partnering with first responders and law enforcement

and will cooperate with the enforcement of local laws, including those on public camping and public drug use.

Deadlines for applications are September 9, 2024, submitted into the HUD electronic grant management software e-snaps and through the LCCoC’s grant Management software Good Grants.

FUNDING AMOUNTS

ANNUAL RENEWAL DEMAND (ARD) –The total amount for all projects eligible for renewal in the 2025 competition based on the HUD approved Grants Inventory Worksheet. The Lake County CoC Annual Renewal Demand (ARD) amount approved was $43,474.

RENEWAL PROJECTS

​

Domestic Violence, Sexual Assault, and Stalking Renewal Projects (DV Renewal Project) are eligible renewal project that were originally funded with DV Bonus funding and continue to serve the same population.​

​

Coordinated Entry Systems (CoC Bonus Project) is eligible for renewal project that were originally funded with CoC Bonus funding and continue to serve the same population.

​

REALLOCATION

​

CoCs may reallocate funding from any eligible renewal grant, including grants that have not previously renewed under the CoC Program, so long as the project has an executed grant agreement with HUD and an expiration date in Calendar Year 2026.

NEW PROJECTS CREATED THROUGH DOMESTIC VIOLENCE BONUS FUNDS

​

CoC projects dedicated to victims of domestic violence must serve survivors of domestic violence, dating violence, and stalking. The eligible population is survivors of domestic violence who are defined as homeless at 24CFR 578.3 (4). All DV projects must be for a grant term of 1 year.  CoCs may create any of the following project types if the amount is at least $50,000​​

Two types of new projects are allowed:

​

• Transitional Housing - projects with a requirement to provide 40 hours of customized services per program participant (except for participants over 62 or with a physical disability/impairment).

• Supportive Services Only (SSO) - projects for street outreach will be required to demonstrate that the project applicant has a history of partnering with first responders and law enforcement and will cooperate with the enforcement of local laws, including those on public camping and public drug use.

NEW PROJECTS CREATED THROUGH COC BONUS FUNDS WIL BE DEDICATED TO COORDINATED ENTRY

New Projects include expansion of existing renewal projects. New projects may be created through the reallocation process, bonus funds, or a combination of reallocation and bonus funds. Reallocation and bonus funds may be combined to fund new projects. There is an amount allocated to each CoC for bonus projects. This amount is $66,254.  

• Coordinated Entry System projects will be required to help households access programs for support services (see support services only projects for requirements) and efficiently match households experiencing homelessness with the most appropriate services available to address their housing needs.

To apply in e-SNAPS:

1. If not having done so already, follow the instructions to create an e-snaps profile on the HUD exchange.

2. Log into e-snaps at https://esnaps.hud.gov/grantium/frontOffice.jsf and select "Applicants" in the left menu of the main screen. Important; if working on the project application select “Save” and then select “Back to Submissions List” to exit the project application and go back to the main menu. Select "Applicants" from the left menu to access the Project Applicant Profile using the following steps. Note: The “View Applicant Profile” link in the left menu leads to a read-only version of the profile and does not allow editing).

3. After selecting "Applicants", select the folder under “Open”. The list of project applicant profile screens will appear in the left menu.

4. Begin by opening the profile for editing by selecting “6. Submission Summary” from the left menu and then select the "Edit" button at the bottom of the screen. Once in edit mode, the entire profile can be updated.

5. After you have completed all updates and screens have been “Saved,” return to “6. Submission Summary” and select the "Complete" button at the bottom of the screen.

6. Finally, select "Back to Applicants List" in the left menu, then select “Submissions” in the left menu of the e-snaps main screen to open a project application. The updated profile information should now appear in all Part 1 screens. If information is not showing as updated, most likely one of the steps above was not completed correctly.

Good Grants Registration and Application Guide

The LCCoC has a new process for applying for funding. The following is a step-by-step process for accessing the applying for any Request for Proposal from the LCCoC.

1) Lake County Continuum of Care Request for Proposals (grantplatform.com)

2) Enter an email address.

3) Register for an account with your first name and last name, add your email address and password, click on the 2 boxes, and then on "Complete registration".

4) Click on "Start Application".
